Which permit line fits a concrete patio in Allen, TX?
Building permits and contractor registration belong to Allen's Building and Permitting Division, part of Community Development, and every application goes through the Citizen Self-Service portal. The amended residential exemption list covers water tanks, small decks, sheds up to 120 sq ft, certain poles, and window or door replacements. Item 5 in the model 2024 IRC list covers sidewalks and driveways, and Allen's version leaves it out.
A backyard slab could touch several lines on the June 2025 fee schedule: Arbor, Patio, or Carport at $200.00, Accessory Structure (120-200 sq ft) at $75.00 and Miscellaneous at $50.00. The schedule doesn't say which line a flatwork-only slab falls under, so we ask the division before pricing the permit. We'd rather hand you a real number than a guess.
Contractors register with the city for $50 a year. Residents who hire one are told to confirm the contractor "has applied for and received a permit before starting work. Inspections are required." A homeowner doing the work files a Homeowner's Affidavit first. To see how the city compares with Frisco and Plano, read the north Dallas permit guide.

Patio covers, sheds and the private drainage easement
The residential forms include Patio Cover Plan Review Guidelines (2026) and a Drainage and Grading Affidavit. If a cover is in your plan, read the guidelines before anyone pours a footing. Bring it up at the estimate and we plan the layout of your concrete patio in Allen around the posts.
The shed exemption comes with a catch that matters for a pad beside a patio. A shed up to 120 sq ft, or not over 8 ft high, skips the permit only when its placement doesn't violate other city requirements, and the city's own example is a structure placed in a (PDE) Private Drainage Easement. Check your plat to see whether the back of your lot carries one. If a concrete patio in Allen would sit inside a drainage easement, talk to the city before a truck rolls, not after.
Re-inspections cost $75 for the first, $100 for the second and $125 for the third, and after-hours inspections are $75 an hour with a two-hour minimum. A retaining wall costs $150 and a screening wall $75, and that matters when the patio needs a wall to hold a grade change. Our Allen foundations page handles the pad side of a shed or garage.

The 2024 codes, the portal and booking an inspection
On July 28, 2026, City Council approved the 2024 ICC codes, effective September 26, 2026, including the 2024 International Residential Code and the 2023 NEC. Applications received on or after that date fall under the new codes. With that date now behind us, a permit pulled today for a concrete patio in Allen is reviewed under the 2024 IRC. That code requires slab-on-ground reinforcement to be held in the center to upper third of the slab during the pour. This is why our steel sits on chairs.
The 2024 IRC also lets patios and other flatwork skip the vapor retarder unless they are likely to be enclosed and heated later. You schedule inspections in the portal, and each permit prints the required inspections and their codes on its last page or two. To get a time window, call the division between 8 and 9 a.m. on inspection day. When the permit lists a pre-pour inspection, we hold the concrete order until it passes.
All of Allen lies in Collin County, unlike Carrollton, which spans Dallas County, Denton County and Collin County. You will find the permit office on Century Parkway. The Right-of-Way Division matters only if work reaches the street side of your lot.

Houston Black and Austin clay under Allen backyards
NRCS took a 30-point soil sample inside Allen's 2020 Census boundary. Houston Black clay covered 18 points (60%), with shrink-swell of 12% and an eroded phase at 17%, both very high on NRCS's scale. Austin silty clay covered 7 points (23%) at 5.1% and is rated "Somewhat limited." Frio clay loam, occasionally flooded, showed up at 2 points. Altogether, 20 of the 30 points (67%) rate "Very limited" for dwellings on a concrete slab. NRCS reports that Houston Black cracks 0.5 to 4 inches wide when dry.
Clay and silty clay both turn up in the sample, so a concrete patio in Allen may land on either one. A test spot gets dug before we set a base depth, and the control joints we cut put any movement where we planned it.
On FEMA's layer, 25 of 30 sample points were in minimal-hazard Zone X, one was in an AE floodway and one in Zone AE, and three queries returned no answer. Flood studies can be seen at City Hall; contact the Land Development staff.
Allen's 2000s houses, sprinkler lines and what a patio costs
Allen's housing is young. The Census puts the median home at 2003 construction and the median owner-occupied value is $464,100, with 69.4% of occupied units owner-occupied. Of 39,094 units, 32.9% were built from 2000 to 2009 and 26.7% in 2010 or later. Only 6.9% predate 1980. With that mix, an Allen backyard may have a fairly new slab to extend.
Texas811 says private lines are not marked for free, and the city says it does not locate private water from the meter, private sanitary sewer or irrigation lines. We call Texas811 before any digging, and we ask you where your sprinkler heads and valve boxes run.
Reinforced, broom-finished patios from us cost $7 to $12 per sq ft, so projects of 200 to 470 sq ft run $2,000 to $5,000. A 14 by 20 patio is 280 sq ft, which is $1,960 to $3,360. Stamped work costs $12 to $20. Allen was established in 1870 on the Houston and Texas Central Railway and named for Ebenezer Allen, a former Texas attorney general.
