Two city offices for one concrete driveway in Allen
Two offices share every job. Building permits and contractor registration, at $50 a year, come from the Building and Permitting Division at Century Parkway through the Citizen Self-Service portal. Everything inside the city right-of-way, from review through inspection, belongs to the Right-of-Way and Utility Division, whose forms include a Residential Driveway/Sidewalk Construction/Paving Permit. Since March 3, 2026, ROW permits are filed through an online application, and the division wants 10 business days to process them.
Neither driveways nor sidewalks appear on Allen's list of residential work exempt from permits, so expect paperwork when you replace a concrete driveway in Allen. If you hire a contractor, the city tells you to make sure the contractor has applied for and received a permit before starting work, and that inspections are required. Our north suburbs permit guide sets Allen beside Plano and Frisco, the concrete driveway page covers the build, our Allen concrete contractor page covers our other local work, and you can get a free estimate while the ROW form is in review.

Finding the right-of-way line on an Allen lot
Where the right-of-way starts decides which office you deal with. Allen's ROW contractor guidelines from March 2026 offer a rule of thumb with a warning attached: the ROW line is generally 9 1/2 feet from the back of curb, but check it against the plat from the Collin Central Appraisal District. On a front-entry lot, that strip holds the curb flare, the public walk and the first stretch of the slab.
In the standard detail, the 4 to 5 foot walkway sits about 1 foot inside the ROW line, and a redwood expansion joint marks the line itself. The walk holds a 2 percent maximum cross slope where it crosses the driveway. A replacement that reaches the curb touches three pieces of city-controlled concrete: the approach, the walk crossing and the joint at the property line. Before quoting a concrete driveway in Allen, we pull the plat and mark the ROW line on the ground, so you can see which part of the price sits on the city side.
Unlike Frisco and Plano, which reach into Denton County, Allen lies entirely in Collin County, so every plat here comes from one appraisal district. Land just beyond city limits is unincorporated Collin County, governed by County Roadway Standards that Commissioners Court approved in September 2020, with a Culvert/Driveway Permit of its own for driveways onto County roads.

What It Costs
Our DFW ranges, applied to Allen jobs. Your figure is set by the site visit and a free written estimate.
| Job | Per sq ft | Typical project | What moves the price in Allen |
|---|---|---|---|
| 2-car driveway, reinforced, broom finish (400 to 720 sq ft) | $7 to $12 | $3,500 to $8,500 | Approach and walk crossing in the right-of-way, 10 ft radius |
| Tear-out of the original slab | Adds $1.50 to $4 | Priced on the estimate | Thickness, steel, irrigation to protect |
| 6 in. heavy-duty section | Adds $1.50 to $3 | Priced on the estimate | Trailer or RV strip |
Worked example: a 20 by 26 driveway is 520 sq ft x $7 to $12 = $3,640 to $6,760, before tear-out. City permit fees are separate. For metro context, see our DFW driveway cost guide; your number comes in a free written estimate.
SD-P41: Allen's 10-foot curb radius and 8 to 10 percent slope
Sheet SD-P41, Driveway Return Details, carries the residential approach in Allen's 2026 paving details. A driveway is at least 10 feet wide with a curb return radius of 10 feet, wider than the 5-foot radius in several neighboring cities' details, and its slope is listed at 8 to 10 percent maximum. Reinforcement is lapped 30 bar diameters. Where new steel does not tie to existing rebar, a No. 6 bar dowel 2 feet long is drilled in, and when the approach is not poured monolithic with the street, the street is sawcut to the block-out limit.
Strength comes from the plans. General Notes SD-P08 have driveway concrete match the street pavement when it is built with a paving project, and when built separately, the strength shall be as specified on the construction plan. For pavement repairs over utility cuts, the city's restoration details call for a minimum of 6 inches of 3,600 psi concrete. That figure covers street repairs over utility cuts, not driveways; your approach strength follows the construction plan.
For a house loaded from an alley, the rear-entry detail applies: 12 feet typical, 20 feet maximum, a redwood expansion joint, and #3 smooth dowels 24 inches long at 12 inches on center.

Utility locates in Allen: what the city marks and what falls to you
Two things must be on file before anyone digs. The contractor emails a request for city utility locates, at least 48 hours ahead, quoting the ROW permit number and the Texas811 ticket. Our permit guide covers the general 811 rules, including the 48-hour notice, one ticket per digging company and free locates. The Allen-specific catch is what the city will not mark: private water lines from the meter, private sanitary sewer lines and irrigation lines.
On a replacement concrete driveway in Allen, that list is the whole story. Sprinkler mains and heads along the edge of the slab, the private water line between the meter and the house, and the sewer lateral can all run under or beside the old concrete. We walk the yard with you at the estimate, mark what you know about, and plan the saw and the excavator around it. The Building and Permitting pages allow construction from 7 a.m. to 10 p.m., seven days a week. The city's trash and recycling contract is with Community Waste Disposal, so arrange demolition haul-off separately from your weekly cart.

Houston Black clay across Allen and a 2003 median home
Houston Black clay lay under 18 of the 30 NRCS sample points inside Allen's 2020 Census boundary, or 60 percent, with linear extensibility of 12 percent and 17 percent in its eroded phase. Austin silty clay accounted for 7 points at 5.1 percent, and Frio clay loam, occasionally flooded, for 2 more. In all, 20 of 30 points rated Very limited for dwellings on slab. FEMA mapping at those points came back 83 percent minimal hazard, with one point each in Zone AE and an AE floodway. What that shrink-swell does to flatwork is covered in our expansive clay guide.
Census estimates give a median year built of 2003, with 32.9 percent of homes from 2000 to 2009, 26.7 percent from 2010 on, and 6.9 percent before 1980. Tearing out an original concrete driveway in Allen adds $1.50 to $4 per sq ft. Heat sets the schedule as well. NOAA's normals for Dallas-Fort Worth Airport average 106.2 days a year at 90 degrees or hotter, so summer pours start early.
One code change to note: the Allen City Council approved the 2024 ICC codes on July 28, 2026, effective September 26, 2026, and applications received on or after that date are reviewed under the new codes. That timing matters if you are pricing a concrete driveway in Allen this fall.
